This one is a bit different in terms of parking than other mountains, as it´s in the city. I am going to make the assumption that you start in the very city sentrum (center). Wherever you park is up to you, as there are parking facilities spread across the city.
I prefer to take the bus nr. 6 to Birkelundstoppen from Festplassen. Exit at stop Haukeland sjukehus nord D. If in doubt as the driver for Ulriken bus stop.
Getting to the summit of Ulriken can be done either by hiking on Sherpa made slab stairs, or by taking the Swiss Engineered Gondola to the top. Either way is safe and made for tourism. If you are to hike, do not hike in sandals or flip-flops. Choose solid shoes with minimal dempers. It is safe as in rescue is relative easy. Having the hospital at the base of the mountain with airlift that helps for medevacs.
Considering you just exited the bus at Haukeland sjukehus nord D, cross the street towards the mountain at the overhead crossing. Then, follow the main road that goes behind the Hospital (huge facility to your right).
You might have seen awesome cityscapes of Bergen at night taken further out from Ulriken summit, most likely by campers.
There are however a map by Bergen Kommune (local government) that indicates where you are allowed to camp.
